Four: ports 1–4 are PoE+ ports, and the fifth is a regular gigabit port, for example for the router. Each port gets up to 30 W, with 65 W across all of them.
Not necessarily, it works as soon as the cables are plugged in. VLANs, QoS, IGMP snooping and port mirroring can be set up when needed through the web interface or the TP-Link utility.
